If I were to try a whole wheat/lower fat variation, this is what I would try. <br /><br />Starting with flour, I would start by subbing half of the flour (or less) in the recipe with whole wheat pastry flour (less protein than regular whole wheat flour). I wouldn't sub any more than that due to flavor and, like you said, consistency. I would imagine the scone being a bit more dense. <br /><br />The skim milk would definitely be less calories, but would also be less flavor. I would try half & half or whole milk to maintain the rich flavor.
